在净零目标的驱动下,英国分布式能源发展和社区能源建设已取得初步成效,并逐步推进本地市场建设与运行。在此背景下,首先系统梳理了英国能源结构、电力市场的改革路径,分析了英国支持能源本地化的相关政策。然后,深入探讨了英国能源本地化发展的关键进程,重点研究了本地市场建设理念及本地市场与上层市场的交互机制。最后,通过对英国典型社区能源项目及本地市场成功运行案例的分析,总结其对中国实现能源本地化的借鉴意义。 |

Driven by the net-zero target, the UK has made preliminary success in distributed energy development and community energy construction, while gradually advancing the establishment and operation of local markets. Against this background, this paper first systematically reviews the UK’s energy structure and reform pathways of its electricity market, and analyzes relevant policies supporting energy localization. It then delves into the key processes of energy localization development in the UK, focusing on local market design concept and interaction mechanisms between local markets and upper-level markets. Finally, by analyzing typical UK community energy projects and successful local market operation cases, this paper summarizes the lessons that can be drawn for China’s energy localization initiatives. |
