    快速电压变化 (rapid voltage change, RVC) 作为一种重要的电能质量扰动,频繁出现在含冲击性负荷和高比例新能源接入的配电系统中。比较了 IEC 61000-4-15 与 IEC 61000-4-30 的 RVC 检测方法,并基于电弧炉实测电压数据,分析了不同稳态阈值设置对 RVC 事件检测结果的影响。针对现有 RVC 评估体系主要通过规定时段内电压变化幅值及发生频度约束来反映整体扰动控制要求,但难以表征不同 RVC 事件在时域特性及实际扰动强度方面差异的问题,结合 RVC 的限值要求等,提出了可以兼顾扰动的瞬时冲击性与时间累积性的 RVC 严重性评估指标及相应的评估方法。研究结果表明,该指标能够有效反映不同 RVC 事件的严重程度差异,可为电弧炉等典型冲击性负荷场景中的 RVC 扰动分析与治理策略制定提供有效依据。

    Abstract:

    Rapid voltage change (RVC), as an important power quality disturbance, frequently occurs in distribution systems with impulsive loads and high penetration of renewable energy sources. This paper compares the RVC detection methods specified in IEC 61000-4-15 and IEC 61000-4-30, and analyzes the influence of different steady-state threshold settings on RVC event detection results based on measured voltage data from electric arc furnaces. Existing RVC assessment systems mainly reflect overall disturbance control requirements by constraining the amplitude and occurrence frequency of voltage changes within a specified time period; however they have difficulty characterizing the differences among various RVC events in terms of time-domain characteristics and actual disturbance in intensity. In response to this problem, and in combination with RVC limit requirements, a severity assessment index and corresponding assessment methods are proposed that simultaneously consider the instantaneous impact and cumulative time effect of disturbances. The results demonstrate that the proposed index can effectively distinguish the severity differences among various RVC events, providing an effective basis for RVC disturbance analysis and mitigation strategy formulation in typical impulsive load scenarios such as electric arc furnaces.
