    电力系统“三道防线”长期以来为保障电网安全发挥了重要作用,确保了电力系统遇到各种事故时的安全稳定运行。而继电保护担负着快速可靠切除故障的重任,是保障电网安全的第一道防线。首先,介绍了电网发展给“第一道防线”带来的挑战,分析了传统工频量继电保护内部故障灵敏度不足以及误动和拒动风险并存的原因。其次,梳理了继电保护应对挑战的措施,提出了基于故障模型参数特征的保护原理、基于多元信息的广域保护技术和基于暂态量的继电保护方法。最后,给出了构建更加完善和坚强“第一道防线”的建议。通过加强预防性控制在故障前、后阶段的功能,阻断继发性连锁故障的发生,同时加强第一道防线与后续防线的协同,共同抵御系统性事故的发生。

    Abstract:

    The "three lines of defense" of a power system have played an important role in ensuring the security of the power grid for a long time. This has ensured the safe and stable operation of the power system in the event of various accidents. Relay protection is responsible for fast and reliable fault removal, and is the first line of defense to ensure the safety of the power grid. This paper first introduces the challenges brought by the development of the power grid to the "first line of defense", and analyzes the reasons for the insufficient sensitivity to internal faults of traditional power-frequency relay protection and the coexistence of misoperation and rejection risks. Secondly, it sorts out the measures of relay protection to meet the challenges. A main protection method based on the parameter characteristics of the fault model, wide-area protection technology based on the multi-information and a relay protection method based on the transient quantity are proposed. Finally, suggestions are made for building a more complete and stronger "first line of defense". By strengthening the function of preventive control in the pre-fault and post-fault stages, the occurrence of secondary cascading failures can be blocked, and coordination between the first line of defense and subsequent lines of defense can be strengthened to jointly resist the occurrence of systemic accidents.
