    摘要:

    电价的合理制定在资源配置、节能减排、企业发展和居民生活等方面具有重要意义。从电力的消费者和生产者两方面同时分析,并考虑消费需求侧的异质性,构建以用户满意度最大为目标的阶梯电量优化模型。同时,基于Ramsey定价理论确定各阶梯电价,并兼顾电力企业的盈亏平衡和各类用户的弹性需求变化,提出峰谷分时阶梯电价联合模型。经实例表明,该定价联合模型有利于引导用户合理用电和电网的峰谷平衡,并体现了公平负担的原则。

    Abstract:

    The pricing of electricity is of great significance in resource configuration, energy-saving, emission reduction, enterprise development, and resident life, et al. The analysis is performed from both sides of electricity consumer and producer. Based on customers’ individual requirements, the ladder power optimization model is established with maximum customer satisfaction. At the same time, based on the Ramsey pricing theory, the ladder price of electricity is made. And consideration is given to both power enterprise’ breaking even and changing needs for all kinds of users, then the federation model of TOU and ladder price is proposed. The analysis of an example shows that the federation model is advantageous for rational power consumption, peak clipping and valley filling, and reflects the principle of fair sharing of the cost.
