    摘要:

    大电网平台的建立为实现能源资源跨区域跨省(市)的优化配置提供了条件。在受端实际分电方案制定过程中,往往将各条跨区输电线路分别考虑。在此背景下,首先,建立了跨区直流消纳模型。然后,提出了最大受电公平性指标用以评判消纳方案的优劣,该指标由消纳区外直流电力最大的跨区直流电力分配函数和受端区域各省之间火电替代容量偏差比变化量标准差最小的火电利益公平性函数共同组成。最后,提出基于图论最短路问题的改进分电路径确定方法,并结合半正定规划进行求解。通过实际算例说明所提出模型方法的有效性和可行性。

    Abstract:

    The establishment of the bulk power grid platform is the foundation for achieving the optimization of generation resources. In the actual process of generation allocation plan, it tends to think of each cross-region transmission line separately. Given this background, first, a model for cross-region DC power consumption is built. Then, an index of fairness for maximum receiving electric power is put forward to evaluate the power consumption plan. The index consists of a cross-region DC generation allocation function with the goal of maximum receiving cross-region generation resources and a fairness for thermal power benefits function with the goal of minimizing the standard deviation of thermal power substitution capacity bias ratio variation for each province of receiving end. Finally, a method of determining generation allocation path based on the shortest path problem in graph theory is put forward, which is combined with the semi-definite programming (SDP) to determine the generation allocation plan. A practical example is employed to demonstrate the feasibility and efficiency of the developed model and method.
