传统的跨省联络线计划基于电力交易而制定,与受端电网机组计划相互独立,且不受负荷变化影响,存在资源配置不合理、电网安全稳定运行受影响等问题。为此,结合联络线对受端电网的影响特点,将受端电网分为电网调峰困难、火电开机容量大和负荷平稳三种运行场景,针对各场景分别构建了目标函数为受端电网安全裕度最大、风电消纳量最大以及联络线吸纳量最大的联络线调度优化模型。同时提出了针对联络线并网过程中可能出现的火电机组调整量不足、联络线和负荷变化趋势差异问题的预警模型。最后,选取某电网实际数据对模型进行算例分析,验证了模型的有效性与实用性。 |

Abstract: |
The traditional tie-line generation schedule is entirely based on the electricity transaction, hence it is independent from the generation schedule of local unit, and is not influenced by the load. These cause difficulties in resource allocation and safety and stability of power grid’s operation. Thus, according to the influence characteristic of tie-line on power grid, this paper divides the execution scenes of power grid into three ones, i.e. difficult peak shaving, high capacity of running thermal power and stable load respectively, builds three optimal dispatch modes for those scenes, whose objective functions are the maximization of grid safety margin, target tie line’s absorption capacity and local wind power’s absorption capacity. Meanwhile, the warning strategy model which aims at the possible safety problem during tie line connecting to the grid, including the lack of adjust capacity of thermal units, differences in change trend of tie line and load, is proposed. Finally, a case study based on practical data of a certain power grid is given to show that the models and the methods in this paper are of validity and applicability.
