柔性负荷接入区域电网参与功率调度在改善电力系统调节能力方面存在着巨大潜力,但也会给调度运行带来复杂的控制问题。为解决这一问题,迫切需要建立一套客观公正和精确有效的区域柔性负荷综合评价体系来指导柔性负荷参与功率调度。首先,针对区域柔性负荷参与功率调度的特点,构建了以柔性负荷为控制对象,以实现能源优化配置为目的的综合评价指标体系。其次,利用熵值法对层次分析法确定的主观权重进行调整,得到客观评价的组合权重。然后,采用灰色关联分析法对不同种类负荷的功率调度参与度进行综合评价,得到每类负荷在不同调度模式下的调度优先级。最后,在某区域能源管控中心示范工程上进行验证,所构建的评价体系指导区域内各类负荷参与功率调度,减少电网高峰用电量,维持电力系统可靠运行。 |

Abstract: |
It shows a huge potential for flexible load access area grid to participate in power scheduling so as to improve the power system regulation capability, but it also brings additional complexity in system power scheduling control. In order to solve this problem, it is urgent to build an objective, fair, accurate and effective comprehensive evaluation system, which can guide flexible loads to participate in power scheduling, Firstly, aiming at the characteristics of regional flexible load participating in power dispatching, a comprehensive evaluation index system with flexible load as control object and optimal allocation of energy as objective is constructed. Secondly, combined weights that objectively evaluated are obtained by adjusting subjective weights which are determined by analytic hierarchy process using entropy weight. Then, the grey relational analysis method is used to evaluate the power scheduling participation degree of different kinds of loads, and the priority of each load under different scheduling modes is obtained. Finally, it is verified in a regional energy control center demonstration project, the evaluation system can guide the various types of load in the region to participate in power scheduling, reduce the peak power consumption and maintain reliable operation of the power system.
