利用近几年的运行数据分析了甘肃电网内风电和光伏的发电出力特性,探讨了新能源给电网规划带来的不确定性因素,提出了电网规划协调性的概念。重点从规划电源结构、调峰容量配比、源网协调性、输电网利用效率、变电站选址定容、重要用户供电质量等方面,分析研究了风电和光伏的大规模发展对甘肃电网规划协调性的影响。针对如何提高电网的接纳能力和利用效率,以及增强电网发展的协调性和适应性,提出了具体的对策建议。这些建议的落实有利于改善新能源规划与电网规划的协调性,避免出现新能源无序发展和电网规划被动滞后的局面。 |

Abstract: |
Using the operation data of recent years, this paper analyzes power output characteristics of wind power and photovoltaic in Gansu power grid, and discusses uncertainties of power grid plan brought by new energy, then proposes the concept of power grid plan coordination. Focusing on power supply structure, ratio of peak capacity, coordination of power and grid, utilization efficiency, location and size of substation, power quality of important users etc., the paper analyzes the influence of large-scale development of wind power and photovoltaic on power grid plan coordination, and makes specific strategies and recommendations on improving receival capacity and utilization efficiency of power grid, and enhancing coordination and adaptability of power grid development. The implementation of these recommendations will help to improve the coordination of new energy plan and power grid plan, avoid haphazard development of new energy and passive lag situation of power grid. |
